How to force Amavisd-new to send readable notifications in Russian?

Good afternoon!
Guys, we use a bunch of postfix + amavisd-new (2.10.2) under centos 7.
Everything works properly, except for sending notifications with Russian messages.
The file is in UTF-8, everything is readable in the terminal/editor.
in amavisd-new config as in instructions

$notify_virus_recips_templ= read_text("/etc/amavisd/notify_virus_recips.txt","UTF-8");

The email headers are all correct, but the message and subject with Russian letters are broken.
I also noticed that in the debug log amavisd writes the fields in Russian also broken.
I understand that somewhere there is an incorrect string conversion.
