How to flash NVIDIA Shield Tablet with nvflash?

There is an NVidia Shield Tablet apparently blocked by the manufacturer. In the manager it is displayed as APX.
I installed drivers for APX and it seems that in nvflash it stopped displaying an error after commands.
Where can I get the image and how to flash it on this tablet using the nvflash utility?
