Well, you need firmware drivers for Android, Odin for ARM and a completely different axis. At the same time, one person in a million needs it. Others will just find a laptop for an hour.
for flashing android phones, you need adb and android sdk, compiled respectively for this platform (smartphone processor)
to do this is real but very difficult (I repeat, the sdk version for adb and the phone being flashed must match)
