How to fix vim image flickering in windows when scrolling?

I decided to try vim, the editor itself is interesting for me, but the following problem is annoying.
When scrolling (for example), when it reaches the edge of the document, the image starts to flicker - the screen is cleared, then drawn. It's the same with autocomplete plugins - sometimes they work smoothly, but usually when you scroll through the list of suggestions, it disappears and then redraws.
I tried in a couple of different versions (x86, x86-64), both in gvim and in the console - the same.
However, in cygwin, the flight is normal (I did not try autocompletion there). But I would like to do without the penguin, since I used it for a long time and a little, in fact, I no longer remember what's what.
Iron is not weak, maybe the problem is in the Windows console?
