How to fix ubuntu 16.04 laptop shutdown problem?

Good day to all!
The problem is this: Ubuntu 16.04 is installed on the laptop and unfortunately I can’t “humanly” turn off the laptop. You can see the OS shutdown dialog console, after that the screen just goes blank, but the laptop itself (coolers, railway) continues to work ... i.e. complete shutdown does not occur. I faced such a problem before and it was also observed on 16.04 ... I decided to roll back to 14.04 .... but about six months passed, maybe more ... the problem remained ... Kind people, if someone coped with this problem, please write - I will be very grateful.
Ps Lately Ubuntu has been in trouble, starting from disabling individual (quite well-known) Wi-Fi adapters - to this problem ....

sudo shutdown -h now

sudo poweroff
