How to fix the problem with too bright image?

Hello!
A friend bought a new system unit last week, installed Windows and all the necessary drivers for him, everything works, so to speak, runs, jumps, but one problem remains.
This is a very bright image of the picture, the feeling that the brightness was set to 80-100%, I had to manually reduce it to 30% to see at least some text.
Connected via VGA, increased brightness was observed and is observed everywhere, i.e. in the BIOS, during the installation of the OS and directly in the OS itself, so the problem is definitely not at the software level.

Unfortunately, I can’t say the exact model of the monitor, the only thing I remember is the brand of the monitor - SUPRA, I say in advance that on the previous PC, bought 5 years ago, the picture was normal, but what happened here is a mystery.
What is the direction to go in order to solve this problem? And where does the malfunction lie, in the PC, in the cables, in the monitor, or, at worst, in the software?
UPD: We tried to change the monitor, the problem persisted, so it remains to sin only on the PC.

In the video card driver settings, you need to adjust the brightness.
