I can write a publication, but only in the Sandbox according to the information available here :

And now the questions: - The publication for read-only is closed and I need to get Read&Comment? - Is the publication generally closed for new users?
- I'm trying to write a comment on an article, but nothing happens after I submit it. As a result, it is not clear whether I sent it or not. I would not want the moderator to read 3-4 identical comments from me and consider me insane. Is the comment sent for processing?
