And after that the problem started: the computer started turning on for about 7 minutes, before that it turned on for a maximum of 2-3 minutes. I reinstalled Windows, defragmented the disks, nothing helps (

Have you reinstalled Windows from scratch to a freshly formatted disk? If not, then it's better to do so.
