How to fix system libraries error and run OpenSSL on Windows?

Hello!
When working with OpenSSL on Windows 10 1803 x64, there was a problem with the libraries: libeay32.dll , ssleay32.dll and vcruntime140.dll (! See screenshots below!). At the same time, OpenSSL does not work, and as a result, some programs that depend on it do not function correctly or even fall off altogether. How to fix errors, install libraries and run software that requires openssl?! Please help, please don't ignore me!!!

You would try to install OpenSSL, for a change.
You can even assemble it yourself, or you can download ready-made binaries.
