How to fix span error in yii2 project?

Tell me, insert an element into the menu,

'label' => '<span class="glyphicon glyphicon-flag"></span> text'

and so the icon is not shown, just the text is shown. I started looking in firebug, it turned out that the browser substitutes for the place of the bracket <, tell me what needs to be tweaked where, utf-8 encoding.
