How to fix sftp connection error?

Good afternoon
There is a server on digitalOcean on which VESTA
is installed PHPStorm connects via SFTP every other time - no idea why
The error is always the same - connection timeout The
Internet is normal, everything is normal
Tell me where to poke to find out a little more information, why not connect?
