Hello, I am a student, I am writing a program using Angular cli in Visual Studio 2019 and I cannot understand why I cannot connect to localhost:4200/, there are no problems with the Internet.

Proxy server is disabled:

It turns out that the problem is in the firewall or antivirus software or something else. Please tell me how to fix.
