How to fix problem with BMP280 on Arduino?

There are 12 BMP280 sensors available, I connected them to the Arduino via the I2C bus. But when you try to scan them with an I2C scanner, it hangs endlessly with the message "Scanning ...".
Also, standard programs for this sensor do not provide any data from it. How to solve this problem? Thank you.

No braces visible. On both lines - SDA and SCL.

From the photo I don’t understand in what condition the three contact pads on the sensor board above the letters BMP are. I don’t see a jumper there, but it seems to set the i2c address. Is she there?
And the most sloppy connecting wires are also used (the sticking ends are very thin). It's just that even from the photo you can see that they do not hold at all in the breadboard.
