How to fix pip on Win10?

Hello.
Pip stopped working on Win10. Tried to put on different disks, and with different rights to run.
pip + anything and the process just hangs
Do you know how to solve the problem?

All of the above (many thanks to everyone who responded) did not help. The installation of not pure Python helped, but Anaconda.

More specifics, does it give errors?
PS do not program under Windows

See if there are Russian words in the path to python. Also look in the control panel system> advanced. settings > computer name - everything must be in English for it to work
