How to fix "pid does not exist. Daemon not running?"?

My actions: I
install python
apt install python python-pyinotify python-yaml I drop the watcher.py
file into the root folder , I
execute the command
chmod +x watcher.py
and
./watcher.py start

and nothing not happening. But if you run the ./watcher.py restart command, then the pidfile /root/.watcher/watcher.pid does not exist error will appear. Daemon not running?

Tell me what you need to do to start the script?
