How to fix photos.putTag error in VK API?

Need an answer to a question. I ran into a problem and I can't figure out what I'm doing wrong. On the site, I made a service for publishing photos on the VK wall (from the site to the wall) using the wall.post method, everything works, everything is published on the wall. Next, you need to tag friends on the photo, and then I decided to use photos.putTag, but nothing comes out, the answer is always error - Permission to perform this action is denied for non-standalone applications: you should request token using blank.html page
In the same All sent many parameters and access_token are received in the request with an error.
I am using OpenAPI. The VK application was created as Standalone.
What could be the matter?
