How to fix PCRE is compiled without UTF support error?

When mysql select query using a regular expression I get an error.
Rummaged, everywhere they write that you need to recompile PHP using these flags:
--enable-utf8 --enable-unicode-properties
Can't it be easier to solve the problem somehow?
