How to fix nginx?

Good day to all. There is a site, django+gunicorn+nginx. All this works on CentOS 6.
The site loads every other time, giving out a blank page. The nginx logs contain the following entries:
[crit] 11335#0: *1 open() "/var/lib/nginx/tmp/proxy/1/00/0000000001" failed (13: Permission denied) while reading upstream, client: *****, server: *****, request: "GET / HTTP/1.1", upstream: " 127.0.0.1:8011 ", host: *****
Googled it, everything seems simple if I'm correct Understood, it is only necessary to give /var/lib/nginx to the user from whom nginx is running. In nginx.conf user dev. As a result, nothing changes, even this error in the nginx logs has not changed in any way. Actually, /var/lib/nginx/tmp/proxy/ is generally empty, I tried to create what he swears at and reinstall nginx,
How is it treated? Thanks in advance

@shdprogrammer

This is a fucking selinux, cut off like this
But after reboot it will turn on so that it is not in /etc/selinux/config set
SELINUX=disabled
