How to fix incorrect display of Cyrillic in some programs in Windows 10?

For example, after saving a text file with characters in Russian, they no longer display correctly. How can I fix this using Windows?

Save in utf-8.

Check that support for Russian-language encodings is installed in the zone settings - otherwise utf-8 is only English by default.

Check which language you have installed for programs that do not support Unicode (options - regional settings - language - regional standards - advanced - current language of programs that do not support Unicode)
