How to fix errors in Unity - Failed to decompress(...), Could not find Unity Package Manager, and the like?

Basically, I don't know what to do anymore. Error as in the photo - Could not find Unity Package Manager(...).
What I checked:
1) The folder from the error is empty, there is no package manager!
2) Firewall based on advice from the Internet, created entry / exit rules, tried without them;
What were the attempts to fix:
1) Tried different versions - 2019/2020/2021;
2) Reinstalled Unity 5-6 times;
3) Disabled partially and completely the defender of Windows;
4) I tried to install on another computer with clean Windows and other components;
5) Prescribed fixes in cmd, which were advised on the native support forums of the unit;
6) Updated;
PS There are many people like me on the Internet who have not found an answer to this question, so there is little hope, but I really want someone to help. Here was the same sufferer, he was advised to update the unity hub.

In general, the problem was resolved. Who has the same problem, just download the unity executable from another site. I made about 10-12 attempts to reinstall Unity through the Unity hub from. site, tried everything. Apparently, this edition is assembled with errors.
