How to fix error when running npm modules (Windows)?

npm modules stopped running. The modules are installed globally but the command line outputs:

bash: json-server: command not found

If you specify the full path to the module (in %AppData%/npm/node_modules/), then it starts.
I tried to specify prefix in the user config and in the global config - it does not help.
I tried different options with the PATH variable, NODE_PATH, etc.
