How to fix error when restarting squid3 (v.3.1.6)?

OS - Debian GNU/Linux 6.0.10 (squeeze) uptime > 1 year.
squid3 (v.3.1.6)
Config
https://drive.google.com/open?id=0BxnLqSy0Ax1gdDNW...
squid -v
https://drive.google.com/open?id=0BxnLqSy0Ax1gLUhq...
System accepted as is (because the old admin is gone, there is no information on setting up, Google is for help).
Found out that rotation of squid logs does not work (at the moment the log is around 160 mb)
Rules for rotation are configured in /etc/logrotate.d/squid3 Restarted
squid. /etc/init.d/squid3 restart
After restarting, I got a non-working proxy and a number of tricky errors.

Syslog swears file missing
squid3: auth_param ntlm program /usr/lib/squid3/ntlm_auth: (2) No such file or directory
squid3: auth_param ntlm program /usr/lib/squid3/ntlm_auth: (2) No such file or
directory this file does not exist, it is not entirely clear how squid was configured without the necessary files and, accordingly, this problem would have surfaced when the server was rebooted.
Please help with smart thoughts for the correct launch of squid.

It seems like the config does not perceive the config. You need to download a ready-made package or assemble and slip the config from the old server yourself or even manually correct it. It's not as difficult as it seems - the main sections are authenticators and ACLs.
