How to fix error when compiling SCSS to CSS?

Hello. Please help me solve the problem. I use PHPStorm + Ruby2.2 x64 to compile scss files. but somehow the layout came not mine for editing and there was a gag with this project - it doesn’t want to work and that’s it. The first layout designer says everything is fine with him.

Googling the error didn't help.
