How to fix error HRESULT: 0x8007000B?

When trying to open a form for visual editing in VS2015 :
An attempt was made to load a program that was not formatted correctly. (Exception from HRESULT: 0x8007000B) 0
Although the program itself is run in debug mode. The project was created on the same computer, in the same version of the studio.
Now this problem in any project that I try to open. In VS 2013 express works fine. What's wrong with 2015?
