How to fix cpu frequency in linux?
Hello, I have a linux server on a debian system. An i9 9900k processor is installed there and the problem is that during a heavy load I did not see a frequency higher than 3.7 GHz, although the maximum in lscpu is 5 GHz. I tried to fix the frequency according to guides from the Internet, set the perfomance mode, but nothing has changed. How can I fix the frequency, or at least change the minimum?

This is normal if not one separate core is loaded, and the rest are idle, for example.
Turbo boost is temporary, if possible, if it gets into temperature / power, if some of the cores are idle, etc., and not at all a constant operating frequency at which the processor will work for some time. In server realities, in the presence of a parallel load, the processor will get out of the base frequency quite rarely, if at all, and it is very unlikely that it will reach the maximum.
You can control the frequency, but within the limits below the base one, and not above.
You should expect 3.6GHz from your processor, not 5.
In the BIOS, you need to try to specify perfomance, the software settings may simply not work.
