How to fix couldt not find a version that satysfies the requirement pytz (from Django==3.0.4) error?

I have a PC without the Internet., python 3.6, PIP3.6 It is
required to install Django
I put the asgiref and pytz modules separately.
When I try to install pytz (pip install .) this is the error. Ubuntu 18.04. I took pytz from here https://pypi.org/project/pytz/ I also tried older versions, and also the advice I could find: pip instal --pre .
It didn’t help
what could be the problem?
