How to fix camera issue in Construct 2?

Hello, my problem is in the layer camera. Actually, I made a toy in Construct 2 on one layer, but then I wanted to add a second layer and after starting the program, my camera, attached to the character, moved to another place. When the second layer is removed, the camera returns to the character. (The command that binds the camera to the Scroll To character). Help me decide, please.
