How to fix an error after site transfer?

Hey! There is an old site written in kooboo cms. After transferring the site to a new hosting, an error pops up:

Server Error in '/' Application.
Access to the database file is not allowed. [ 1884,File name = C:\inetpub\vhosts\u0593694.plsk.regruhosting.ru\site.com\Cms_Data\Contents\Kr\Data\Kraftler.sdf,SeCreateFile ]
Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code. 

Exception Details: System.Data.SqlServerCe.SqlCeException: Access to the database file is not allowed. [ 1884,File name = C:\inetpub\vhosts\u0593694.plsk.regruhosting.ru\site.com\Cms_Data\Contents\Kr\Data\Kraftler.sdf,SeCreateFile ]

But he enters the admin panel, and there are my pages!

Access to the database file is not allowed

Is the base stored in an mdf file? Does the user under which iis is running have read/write permissions? Does this file exist in this path?
C:\inetpub\vhosts\u0593694.plsk.regruhosting.ru\site.com\Cms_Data\Contents\Kr\Data\Kraftler.sdf
