How to fix a form access error in Bitrex?

Created a simple form with two fields and a submit button. When I go to the site as an admin, it works as it should and sends applications. But when I log in as an unauthorized user, when submitting the form, I get the message "Error! Access denied".
I set it up, everything seems to be correct, the rights are the same as those of the adjacent forms that send the application.
How to properly configure the form so that it does not swear for access?

For default status, allow access "for result creator"
