How to fix a bug with PyQT5?

There is a Python code using the PyQT5 module. On Windows 10, everything starts up fine, but when you start the project from another computer with Windows 7, an error occurs: add0f95dcf56436e9f91c1c7e3a5b514.png
The project is transferred to another computer completely, that is, with all the libraries and with python itself. How to fix?

Everywhere I carry with me only a 32-bit assembly of python with pyqt preinstalled in it and
the Microsoft Visual C ++ 2010 x86 library (it is small 5 mb in total).
There may also be a problem with the rights to the folder itself ... If you are not the owner of the folder, then Windows can arrange such tricks ...
