How to fix a bug in git bash?

I'm trying to start a git server, I enter in git Bash:
git daemon --verbose --export-all --base-path=.

But I get the following error:
[14864] Could not bind to ::: Unknown error
[14864] Could not bind to 0.0.0.0: Unknown error
fatal: unable to allocate any listen sockets on port 9418

Please help me solve the problem, I will be extremely grateful for any help, thanks in advance!
