How to find the minimum (maximum) value of a table column and specify the value of the cell corresponding to this row in another column?

The question is related to data analysis in python with pandas, matplotlib.pyplot and numpy.
I took the following table:

Deleted columns and rows that were not of interest from it. And then I want to find the minimum (maximum) value of a table column and indicate the value of the cell corresponding to this row in another column. That is, find in which Country a certain Skill has a minimum (maximum) Value.
I was only able to find the minimum (maximum) Value for each Skills (see table titled "Failed ;(" at https://colab.research.google.com/drive/1VyBF_vmAT... ).
