How to find street and change parameter by coordinates in PostGIS?

Hello.
I am working on a service for forecasting and displaying traffic jams on a city map.
There is a PostGIS database with data from OpenStreetMap.
There are also coordinates with a traffic jam score (green, yellow, and red, respectively).
Coordinates point to a certain street (unknown point, can be anywhere in the street).
Please help me make a request to search for a street in the database by coordinates, and specify the traffic value for the desired one.
