How to find out what is the data exchange rate of the site and the server?

Hello.
The question is. There is a site on modx. And, when I change something in the admin panel or via ftp on the site page, the changes are not displayed immediately, but after 10 minutes, or even a day. I was thinking cache. But I delete the cache manually. I simply demolish the cache folder via ftp. Accordingly, there is no reaction. Could this be a matter of the speed of information exchange between the client and the server?
And is it possible to somehow find out what is the speed of information exchange.

It looks like the hoster is caching you on its own. Try contacting the hosting provider.

no, he can not. Also clear your browser cache. ctrl+ f5
Perhaps something else is caching, but the reason is in the cache
