How to find out the author of the application?

The user comes to the site, fills out the form (enters the URL of his application there), then I get his uid through https://connect.ok.ru/oauth/authorize.... How do I know if he is the author of the application he has entered a link to? Or maybe there is a way to get the user's applications in which he is the author?
