How to find out in Bitrix by product ID whether the product is “in stock”?

Each element of the infoblock has "Remainders", https://yadi.sk/i/cjbknxSl33hzLu
is it possible to refer to the element by ID to find out whether it is 0 or not zero,
i.e. I need a method that would return an array that has a field that contains this value.
1 This value should probably be contained in $ar_res["STORE_RESTS"]
2 well, or somehow refer to, not by ID?
It's a method something like CCatalogProduct::GetByID($value);
but this one doesn't return a value for some reason.
