How to find one out of many categories - then add the second (automatic) but with a condition?

I have a bunch of categories: series; movie; action movie; biography; cartoon; animated series; anime; thriller, etc.
What query in the database can do this:
Find the category id 3 [Cartoons] and add the category id 75 (Full-length) to it : 3.75.
But, if when finding id 3, there are categories 57,26,29 then we do not set 75 .
I note that in other categories except id 3, 75 should not be inserted anywhere (For example, in action movies or in TV shows, id 75 should not be).
