How to find graphics cards with active-passive cooling?

Many modern video cards are able to turn off the cooler at low temperature / load. But in the performance tables, this option (in my opinion) is not mentioned.
What is the correct name for this option? Where can I find an extensive list of video cards mentioning this parameter?

You basically answered your own question. Full stop of the cooler is not currently announced by manufacturers as a separate technology, but within the specialized cooling systems of ASUS Direct CU II and Gigabyte Windforce series, coolers stop under favorable temperature conditions (which, however, occur quite rarely). The rotation of the coolers of these cooling systems at minimum speed in a good case is also not audible. Perhaps you should change the case to something like the Zalman Z9 U3, which has good air circulation from the very beginning.

Yes, all video cards with coolers have this. I don’t know how to turn it off directly, but everyone knows how to slow down and accelerate.

As for me, this is some kind of nonsense. Either the video card is powerful and even at idle it will noticeably warm up (and especially in the heat), or not. If you want quiet and powerful, then water cooling and go.
