How to find add-ons for the studied technology to increase the level of professionalism of the developer?

Greetings.
I always wondered: where do developers find up-to-date information about all the current additions to the technology they study?
For example, the core technology is JavaScript, but there are additional libraries and frameworks such as JQuery, Angular, Ember, etc.; the basic technology is CSS, the more professional level is the use of the SASS abstraction module. I only learned about the latter on the toaster, although I have been doing layout for a long time, but, apparently, not so professionally.
Where to find such lists with popular additional technologies that complement and improve the base language, where to read about them? It is the base language that is usually described in popular books, and technology additions are either poorly described or not described at all, but nevertheless, professional developers somehow learn about them and find them somewhere.
Please clarify :)

Conferences / personal communication at work / developer tweets / habrahabr.
If it is not possible to attend conferences, then you can always read the topics of reports.
Web development is moving too fast for there to be lists.

I would suggest subscribing to popular professional blogs. Habr is good, but it is too versatile, so you need to register and subscribe to interesting hubs. In addition, it is very useful to subscribe to specialized blogs: Frontender Magazine , Web standards , Htmlbook.ru and others.
In addition, I find it very useful to look at popular open source projects in github. There you can find not only examples of the use of modern technologies, but also best practices.
