In general, the essence of the issue is this, I spars a large number of links to videos on the Internet, I want to stir up an iptv playlist. All videos are working, but there are no movie titles. If you download a movie, then in the "Details" properties in the description there is the name of the movie. How can I extract the titles from these properties without downloading the movie itself?

If the server on which the file is located does not give such information, then only downloading it. Perhaps (depending on the format) - just download the headers (the first couple of kilobytes)
