How to extract frames from a video for a website?

There is a site with a large number of videos and films, I would like to be able to make a slide from the frames of this video on hover. Can this be done somehow using php, c# (ready-made solutions), or maybe there is a program for creating video frames at a certain interval?
But in general, I would like to be able to receive a frame in an arbitrary place in the film, since there is an idea to add a frame of the moment when hovering over the playback bar. (or still have to create multiple frames and output as images?)

I would use this https://www.ffmpeg.org , I don't know about libraries for PHP or C#. But I'm sure that someone has already bothered with this.
