How to export retargeting base from vk to csv?

I'm interested in the ability to export the retargeting group from vk to my computer for further analysis. Want to pull the ID of all users from a retargeting group?
Suggested scheme:
1. We put the vk code on the site to collect the retargeting base.
2. Using the API or otherwise, we export this database to our PC.

there is simply no way, you can only show them ads but not find out who was there. otherwise it would be too easy to do social phishing through this feature.
