How to export database from files to mysql format?

The system crashed on the server. It turned out to back up site files and databases about in files with the extension .frm and .ibd
When trying to restore a site on the same server, phpmyadmin does not read these databases. As though the general tables sees and inside "this table does not exist". Moreover, in the notebook the databases themselves are not empty, the data is all network.
I don’t remember the exact version of the muscle on the first wasp. There was vesta, debian 9, php 7.0.
Now I'm trying to restore on ubuntu 20.04, PHP 7.3, MySQL 5.6.48
How to restore databases?
