They write right. No compiler. Download the SDK and/or plugin, or install the compiler separately.
There is no built-in compiler in Windows, as far as I know.

the compiler is the same program as all other programs, so it is not built-in, as there is no libreoffice or Word or antivirus. There are also several compilers. Now everyone installs MinGW64.
