Perhaps, in theory, cmd doesn't support them. I can't check right now. Try copying the emoji and pasting in cmd.
On Linux, in the terminal and in the console, Sublime Text is displayed without problems.
Added: Found. cmd does not support unicode characters. To print emoticons - you need to call Windows Terminal (wt.exe).

This is not possible on windows. After all, cmd.exe cannot read Unicode, and emoticons are Unicode.
You can run Linux through a virtual box, and there is a console. And there is the script.
