How to ensure that CHM files are not blocked by the system?

When downloading, the chm file is blocked by the system and in order to view it, you need to unlock it through the file properties. This is not cool - instructions on how to open the instructions. Is there any way to make this help file trusted by default (so that when downloading, users can open it without hassle)
