How to enable video smoothing on Youtube? How to disable pixelation?

Hello.
A couple of weeks ago I reinstalled Windows 10 on my laptop, then set everything up - drivers, codecs, necessary programs, etc. and noticed such a problem that when watching a video on Youtube, if you set the video size to be smaller than the window in which it is played and if you remove the player panel (for example, remove the cursor from the video and wait 1-2 seconds), then pixels are immediately visible on the video.
Here is a demo of this process:

I set the quality to 144p so that you can clearly see the pixels. Yes, I certainly never watch videos in 144p quality, usually 480p. Of course, you can turn on 1080p video quality and look not at full screen, then it’s normal, but this way more Internet traffic is spent, and the processor and video card are more loaded (which affects the autonomy of the laptop when charging from the battery).
PS
Processor Intel Core i5-6200U
Video card Nvidia Geforce 940MX
RAM 12 GB DDR4
All drivers are fresh, Adobe Flash is also the latest, Google Chrome 72, Windows 10 v1809

Hello!
You have good iron. I would like to know about Wi-Fi.
Judging by the video, YouTube sets the video quality to 140p.
For 140p, such a display is the norm. I recommend setting the quality much higher (set by clicking on the gear -> Quality).
If YouTube puts 140p on its own, then you have terribly slow Wi-Fi
