How to enable TieredCompilation flag in java?

System - windows 10, 64 bit. I'm trying to set up gulp-closure-compiler and there is java in the dependencies, which I have installed. An error is written in the console -

Error: Java HotSpot(TM) Client VM warning: TieredCompilation is disabled in this release.

I can't figure out how to enable TieredCompilation.
