How to enable the Win key?

The keyboard has 3 indicators: Num, Caps, Win. The Win indicator has never been on in my life. It's turned on and I don't know how to turn it off. While it is enabled, I cannot use the Win key on the keyboard. And I really need it, I use it more often than alt-tab.
