How to enable the Russian language in the program?

There is a program for MS-Dos, developed in China. The default language is Chinese, the transition to English occurs with the shift pressed during startup. When I disassembled the program, I saw that the Russian language seems to be in it. But I can't figure out how to turn it on.

From the above passage, it seems that you can pass eng or ru as a command line parameter and this will affect the value of the byte_451fc.
